The idea of the project, consistent with the contents of the cohesion program, establishes that some interventions of eco – innovation of products and processes can be proposed through some negotiations procedures directly to key businesses that are part of the specific territorial districts. This procedure can only be applied when it is clearly shown without ambiguities that these enterprises hold the potential to strengthen the local systems or supply chain with benefits for existing SMEs or within the logic to attract investments in the area. It is clear, in this context, that the Ecodomus district, cluster of enterprises in the field of sustainable building since 2008 and recognized by Regional Decree in 2012, can carry this experience as “driver” of the negotiation process , involving relevant enterprises and research bodies already presented in the Technopole of Energy for Smart Building .

The main purpose is the transfer of “expertise” and “know-how” to small enterprises and the revitalization of the construction sector in southern Italy, currently in deep crisis, aiming towards the challenge of eco – innovation.
The idea of the project, consistent with the contents of the cohesion program, establishes that some interventions of eco – innovation of products and processes can be proposed through some negotiations procedures directly to key businesses that are part of the specific territorial districts. The activities are related to the provisions in the actions of innovative start-ups with reference to: “Support for competitive repositioning and technological upgrading of sectors and supply chains. This form of intervention will be enabled only in cases where leading industrial groups of productive chains embedded in the areas of interest of regional policy guarantee their availability to take on investments whose benefits will extend to large production systems, through a raising in the technology level or the creation of new market opportunities. The selection of leading enterprises and the design of new projects will take place as a result of an exploratory and analytical work ”(from “Methods and objectives for effective use of EU funds 2014-2020 document opening the public debate”, Rome December 2012).
The Ecodomus consortium, by sharing the elements and results described in the document of policy cohesion, aims at promoting in the enterprises of the district the following ideas:
Improve energy efficiency and promote smart energy use;
Reduce the energy consumption of public buildings and social housing;
Contain the energy consumption in the production cycles of industries and SMEs through the adoption of innovative technologies and control systems for efficient energy management;
Provide models of development that contribute to the diffusion of distributed micro-generation from renewable sources and cogeneration;
Improve energy efficiency and promote smart energy;
Retrain the sector of energy and environment for buildings and public facilities through interventions on individual buildings and whole neighborhoods for public property or public use (schools, libraries, museums, sport facilities, hospitals, public offices, etc);
Promote eco-efficiency in buildings.
Actions to encourage policy for energy efficiency
The actions that the consortium aims to disseminate for achieving THE TARGETS OF EU are:
- Encourage the dissemination of green technologies using bio-building materials and energy efficient public procurement in ecologically sustainable designing;
- Elaborate appropriate sustainable buildingprotocols to be used in OOPP;
- Implement a regional database of materials for sustainable construction products in Sicily;
- Create actions aimed at developing green technologies applied to either the single building scale of building and on a wider territory level;
- Promote the construction of NZEB buildings with simplified and accelerated procedures ;
Promote energy planning (PAES, municipal energy plans, etc.) in synergy with the production processes of enterprises, aiming to share the actions with local stakeholders.
The consortium of SMEs is a highly reliable partner for the “call” provided in Horizon 2020 in the “challenge” of clean energy, safe and efficient projects (PPP).
Implement the integrated strategies for eco-design and reducing the environmental impact of enterprises in order to:
Support companies in the eco-innovation actions in the production processes;
Optimize the use of energy resources and raw materials, environmental management and reuse of wastes and by-products in the production of building materials;
Identify the critical environmental impacts of products/services and define possible solutions aimed at improving the energy performance of products and processes;
Development of measures to mitigate the impact of energy – environment at the production sites;
Achieve quality targets in energy – environment;
Intervention of implementation and dissemination for GPP
The objective of 50% sustainable procurement on the total purchases made by the Public administration (P.A.), calculated in monetary value required by Europe and recalled from Chapter 4.3 of the PAN GPP (revision 2013 – Decree MATTM 10.04.2013) will become a mandatory commitment for the public administrations. The consortium aims to assist Public Authorities in the implementation of protocols and technical specifications by the PAN GPP. see more
The obligation to add the technical specifications in the performance technical documents of P.A. (% recycled, environmental requirements, obligation of recycling/recovery, etc.) in different CAMs, both in those yet to be issued and by updating those already issued, will force the P. A. to acquire new technical and professional ability .
- The special contract conditions on green and sustainable building;
- The regional price list on the public works in the field of the Green Building.
The identification of a set of indicators aimed at introducing rewards and penalties for the most economically advantageous tender while also being environmentally friendly and aimed at encouraging the monitoring activities must be the solution to ensure a selection system of more “green”companies.
Promote products/services of the companies participating in the development plan of the supply chain at the Public Administration;
Promote the use of innovative technologies for communication (interactive web pages, e-learning platforms , etc.) in the themes of sustainability and energy saving;
Creation of a high energy and environmental quality brand for products and services, including buildings, called “Ecodomus”, in order to promote in regional and national markets a positive and innovative idea of the companies that are part of the “eco-oriented supply chain”.
The dissemination of the brand aims to:
Encourage companies to improve their formative and operative competences in order to offer to customers products with high energy – environmental quality standards ;
Create know-how, promote and help companies become competitive and eco-innovative, whether their activities have a low environmental impact in local, domestic and foreign markets;
Reduce the cost of production and management of the companies belonging to the network as they may achieve economiy of scale;
Promote agreements with the P.A. for the integration of products/ with the Ecodomus quality brand in accordance to PAN-GPP.
Tools for certification
Promotion and dissemination of tools for environmental product certification (Trade Marks and environmental labeling) of environmental management systems for businesses (EMAS registration and ISO 14001) and energy management (UNI CEN EI 50001). see more
The proposed actions are highly innovative in the Sicilian context in which the environmental certification or EMAS registrations are not widespread, due to the difficulty for SMEs to meet the costs related to these certifications, and due to an environmental sensibility still not much widespread in the territory. The achievement of certification and environmental labeling for products/services of companies, also allows them to be more competitive in the markets, especially international ones, and to be able to access public tenders in an easier way in which they environmental sustainability criteria are usually included.
Development of Software
Development of software for diagnosis, optimization and energy efficient design and energy certification of buildings.
The objective of the service is to allow companies to take advantage of innovative and customized tools for the assessment of energy-environmental performance of their products/services and production system. Moreover, it also aims towards the comparison with other manufacturers of the same sector (benchmark analysis), the evaluation of the benefits associated with sustainable redesigng of production cycles, the market promotion of their with positive value in return on image.
Designand construction of buildings with low impact to environment.
The aim of the service is to support enterprises working in the field of construction,planning, and renovation of buildings, in order to provide the necessary “know-how” to design buildings complying with the targets set by the regulations, both in Europe, as well as national and regional authorities, aimed at achieving the NZEB target.
Organization of training courses for company employees and activation of a e- learning courses platform on eco-innovation and environmental technologies, marketing and business management, technological and organizational innovation in the context of production.
Due to protocols signed with Universities and Research Centers, the Consortium is able to provide an educational offer at university level and aimed to companies, public authorities and privates.
The staff, properly trained, will contribute to the development of the themes of eco-efficiency in companies, becoming the carrier of practical and innovative ideas that can enhance the organizational efficiency of companies, their economic conditions, the ability to manage new market opportunities, the competitiveness improvement and development of new strategies oriented towards sustainability.
A web portal for training, communication and promotion of activities, products and web services.
The realization of the web portal is an important initiative that promotes the entire production chain and contributes to the exchange of ideas and innovative solutions, to the analysis of market expectations towards the meeting of supply and demand.
The activation of a web page for starting of training courses and e-learning in which employees can participate directly in the workplace allows companies to reduce time and cost needs to improve their “know how” , to improve access to information and to widely control the education process of the participants.
Help – Desk
A help-desk will assist companies in the certification of the characteristics of their products (thermo-physical properties, resistance, etc.) which are usually carried out in laboratories far from those of the production site, thus resulting in high costs.
The help-desk allows you to help companies in the choice of laboratories to whom sending their products, to arrange agreements with different laboratories in order to reduce service costs, to reduce the time needed to get the results back and to use a common service to transport products at the sites of the laboratories, thus achieving a further reduction in costs and a reduction of energy-environmental impacts related to transport activities.
Creation of informative events about the supply chain, to encourage consumers to use products characterized by high energy – environmental quality requirements.
Assistance of companies to participate in promotional and trade fairs events and to advertise their products/services to the end users, to interact with the market, to develop their own communication strategies, to understand the needs of customers and make contacts with suppliers and buyers, taking advantage of the specialized personnel support at low cost.
